What the construction includes
The city's construction bid documents describe concrete drainage boxes, connecting storm sewer pipes, curb inlets and junction boxes along FM 518, Wesley Street and North Wesley Drive. The scope also requires rebuilding pavement disturbed by installation. Work within the state roadway's right of way must follow Texas Department of Transportation requirements, with construction sequencing and traffic control coordinated with TxDOT. The contract also requires stormwater pollution prevention measures during construction to minimize erosion.
The latest dated construction captions available on the League City Listens project page describe July 2026 work. They report temporary traffic controls and business access along FM 518, driveway preparation, and excavation for a junction box. Those updates document progress during July; they do not establish today's lane configuration.
The schedule has two distinct phases
The project page lists November 2026 as the updated target for substantial completion of Phase 1. Weather and unforeseen conditions could change that schedule. Phase 1 status.
Phase 2 is intended to improve drainage and rehabilitate pavement along Wesley Street, Highland Terrace Drive and Loch Lomond Drive. Why the project took time to reach construction
The city's December 2025 status report describes funding and approval complications before work moved forward. A grant funding discrepancy prompted coordination with state emergency management officials, and the city reported that changed federal guidance affected the project's benefit-cost eligibility.
